2023年2月13日上午，德國萊布尼茨生態城市與區域發展研究院(IOER) Marc Wolfram所長來系座談，與本院地理環境資源學系簡介該單位的研究發展。當日與會學者包括地理系周素卿教授、黃誌川系主任、林俊全特聘教授、徐進鈺特聘教授，以及陪同Marc Wolfram所長來訪的台大工學院建築與城鄉研究所黃麗玲副教授。由地理環境資源學系黃誌川系主任代表簽署一份合作備忘錄(MOU)，建立雙方學術合作關係。

本次締約性質為系級合約。雙方合作研究領域包括a.永續轉型(Sustainable urban and regional transformation) b.氣候復原力與調適(Climate resilience and adaptation) c.景觀、生態系統和生物多樣性(Landscapes, ecosystems and biodiversity) d.資源節約的建城環境(Resource saving built environments)e.永續的都市與區域發展(Sustainable urban and regional development) f. 空間數據科學(Spatial data science)及其他。

雙方合作項目包括 a.合作研究(Joint research collaboration) b.出版(Joint authoring of publications)c. 舉辦會議(Joint organization of, and participation in, conferences, symposia) d.  共同提案與資金籌措(Joint proposal development and fund mobilization) e.學術職員互訪(Reciprocal visits by staff for purposes of scientific and technical efforts and/or knowledge exchange) f. 博士生與研究人員互訪(Exchange of PhD students/researchers) g.知識交流(Collaboration in exchanging knowledge, information and/or expertise)及其他。
